Any special software or hardware you might have installed:
Razer Gamebooster

Already tried closing Razer Game Booster and it still gives me the error

Hello, that error is a Windows installer error that usually means you do not have access to write to the folder.

This can have several causes.

You can see if this fixes it:

https://support.microsoft.com/en-us/kb/296175
Unregister and reregister Windows Installer. To do this, follow these steps:
Click Start, and then click Run.
In the Open box, type msiexec /unreg, and then press ENTER.
Click Start, and then click Run.
In the Open box, type msiexec /regserver, and then press ENTER.

Then try the installer again.

I tried that and it is still not working

Then its permission issues. Make sure you have rights to write to the folder, and make sure you have access to read from your temp folder. Also try moving the installer file to another location (desktop is a good place to test)

This is an issue with windows/windows installer that i have no control over, so bare with me while we test out various things to get it installed.

My spotify folder is reading as read only, and when I make it writeable it is reverting back to read only as soon as I apply the change

I fixed it, I deleted spotify, reinstalled and went into task manager and closed spotify and its web helper and it allowed me to install

Glad you got it working!
Gotta love Windows, always something weird happening.
